    Steven Blake Carter

    April 20, 1948 - December 12, 2020

    Steven Blake Carter, 72, of Midland, TX passed away on December 12, 2020 at Midland Memorial Hospital in Midland, Texas. Steven was born on April 20, 1948 to Walter and Anna Imogene Carter in Refugio, Texas. He married Judy Kay (Arnold) on February 18, 1967, in Odessa, Texas. Steven graduated from Permian High School in 1966 and attended University of Texas at El Paso on a scholarship. He then joined the Texas Department of Public Safety in July of 1969 and proudly served for the next thirty years, retiring as Captain in May of 1998. After retirement, he worked for Midland Independent School District for over twenty-two years as a substitute teacher, a position which he loved dearly. He was a proud member of West Kentucky Baptist Church. Steven was a loving husband, father and grandfather who was proud of his service to the Texas DPS and his beloved students. He loved fishing and camping with his family. He will be greatly missed. He is survived by his spouse Judy Kay Carter of Midland, TX; two children, Sean Carter of Midland, TX, Shalon Robinson and husband Marc of Rio Vista, TX; one granddaughter, Natalie Robinson and one grandson, Chance Robinson; and four siblings, Linda Boulden, Daniel Carter, Ted Carter, and Thomas Carter; two brothers in laws, Jimmy Arnold and Johnny Arnold; and numerous nieces and nephews. He is preceded in death by his parents, Walter Earl Carter and Anna "Imogene" Carter. Visitation will be held on Wednesday, December 16th, 2020 from 6:00 pm - 8:00 pm at American Heritage Funeral Home in Midland, TX. Funeral services will be on Thursday, December 17th, 2020 at 1:00 PM at West Kentucky Baptist Church with Bro. Bob Porterfield officiating. Burial will take place at American Heritage Cemetery.
